Of course, there is more to consider than just cost.  However, free resources do not equate to second-class.  In many cases some Content Management Systems outperform proprietary solutions.  What is important, for many schools, is the ability to choose software to match their own specific needs: for students, teachers, and parents. Force feeding schools with off-the-shelf solutions might appear to be a  convenient way of introducing e-learning, but there are instances where this technology-first approach can result in disaster.  An approach where freedom of choice is allowed, and freedom to be in control and development of both the software and resources, which match the specific requirements of schools,  is more likely to succeed.  In most cases the support facilities for open source solutions are global, and cover an international arena of users.  A true global phenomenon, with an emphasis o­n sharing and developing high quality resources....
